Roofs fail differently down here. Inland a roof gets beaten flat by hail and everyone knows what that looks like. On the Coastal Bend the damage usually starts at an edge, works under a course of shingles and lifts. By the time water shows up on a ceiling the wind event that caused it may be two seasons back, and the adjuster is looking at a roof that photographs fine from the driveway.
The other thing that catches people is paperwork. Nueces, San Patricio and Aransas counties all sit in the coastal strip where the Texas Windstorm Insurance Association writes wind and hail cover, and TWIA wants a Certificate of Compliance, the WPI-8, before it will treat an improved structure as eligible. Since June 2020 those certificates come from the Texas Department of Insurance under its own windstorm inspection program, and TDI keeps a field office in Corpus Christi. The inspection has to happen while the work can still be seen. A roof that goes on without it is a roof you may have to open up again.

- Does Texas license roofing contractors?
- No. Texas has no state roofing license, so there is no license number to check and no state board to complain to about workmanship. That puts the weight on the written contract, the insurance paperwork and the windstorm certificate.
- Can a roofer pay my insurance deductible?
- No. Texas Business and Commerce Code section 27.02 makes it an offense for a contractor to pay, waive, absorb, rebate or credit the deductible on a claim. An offer to cover it is a reason to stop, not a discount.
- What is a WPI-8 and do I need one?
- It is the windstorm Certificate of Compliance the Texas Department of Insurance issues after an inspection. If the house is covered by TWIA for wind and hail, a roof replacement needs one, and the inspection has to be arranged before the work is buried under new shingles.
- A roofer knocked on my door after the storm. Can I get out of what I signed?
- Usually yes, if you signed at home rather than at their office. Texas Business and Commerce Code chapter 601 gives three business days to cancel a sale over twenty five dollars that was solicited somewhere other than the seller's place of business, in writing, before midnight on the third business day.
